Hizb ut-Tahrir Wilayah Pakistan issues policy paper on Karachi unrest

Only the Khilafah will raise Karachi to fulfill its actual potential

Karachi is potentially a political, ideological and economic powerhouse. Karachi with a population of over twenty million is the world's third largest city, Pakistan's largest city and former capital. Almost one out of every ten Pakistani is from Karachi. Karachi is a seaport, which connects the region to the Muslim Lands of the Middle East, and is an essential economic lifeline for all the regions of Pakistan. It has one third of all of Pakistan's industry and has a vibrant and diverse economic profile. However, America and its agents within Pakistan's military and political leadership ensure that Karachi burns in constant fires of rivalry. They not only secure the current colonialist, democratic system, they promote the creation of organizations on ethnicity through direct contact. In Karachi, the American consulate has in particular played a role in fueling ethnic fires as far as field as Baluchistan, using ethnic groupings found in Karachi. It has even made preparations for expanding its war of terror to Karachi. Thus, the colonialists create chaos within the city and then use it as a cover to selectively end threats to their interests, such as sincere politicians who raise their voices against America's war on Muslims.

Hizb ut-Tahrir Wilayah Pakistan asserts that like the troubled and divided people of Yathrib that only saw peace and prosperity when they embraced Islam and became Madinah, the first Islamic state, Karachi will only ever know of peace except under Islam. Islam is what is common to all Muslims, regardless of their ethnicity or school of thought and the Shariah is the law that is based on their Aqeedah, Islam. It is the commands and prohibitions, as revealed in the Quran and the Sunnah. The Khilafah does not favor the ruler over the ruled, or one ethnic group or school of thought over another. Unlike democracy, which focuses development in the seats of power in the regions, where the rulers themselves reside or where those upon whom the rulers depend for support live, the Khilafah will look after the affairs of the entire society in a manner it deserves. So it will not only ensure the development of Karachi and other neglected large cities, but also it will ensure the development of the smaller cities and villages, preventing the need for continual migration to the larger cities for essentials such as health and education, leading to huge overcrowding. Moreover, in the Khilafah political parties will be established on the basis of Islam and not on ethnic grounds. Political parties and individuals as well as government officials will not be allowed to have connections with foreign diplomats. All embassies and consulates of hostile kafir countries would be closed.

صرف خلافت ہی کراچی کو اس کی اصل استعداد کے مطابق مقام دلوائے گی

کراچی ایک سیاسی، نظریاتی اور معاشی طاقت کا مرکز ہے۔ کراچی جس کی آبادی دو کڑوڑ کے لگ بھگ ہے، آبادی کے لحاظ سے دنیا کا تیسرا بڑا شہر، پاکستان کا سب سے بڑا شہر اور پاکستان کا سابق دارلحکومت ہے۔ تقریباً ہر دس پاکستانیوں میں سے ایک کا تعلق کراچی سے ہے۔ کراچی میں بندرگاہیں بھی ہیں جو اس خطے کو مشرق وسطی کے مسلم علاقوں سے جوڑتی ہیں اور پاکستان کے تمام علاقوں کی معاشی زندگی میں اہم کردار ادا کرتی ہیں۔ پاکستان کی صنعتوں کا ایک تہائی کراچی میں واقع ہیں اور اس کی معیشت بہت متحرک اور وسیع ہے۔ لیکن امریکہ اور سیاسی و فوجی قیادت میں موجود ایجنٹوں نے اس بات کو یقینی بنایا ہے کہ کراچی مسلسل لسانی نفرتوں کی آگ میں جلتا رہے۔ وہ نا صرف موجودہ استعماری جمہوری نظام کی بقأ کو یقینی بناتے ہیں بلکہ براہ راست رابطہ کر کے لسانی جماعتوں کو قائم کرنے کی حوصلہ افزائی کرتے ہیں۔ کراچی میں موجود لسانی گروہوں کو استعمال کر کے بلوچستان تک میں لسانی فرقہ واریت کی آگ کو بھڑکانے میں امریکی قونصلیٹ نے اہم کردار ادا کیا ہے۔ انھوں نے دہشت گردی کے خلاف اپنی جنگ کو کراچی تک پھیلانے کی تیاریاں کر لیں ہیں۔ اس طرح استعماری طاقت شہر میں افراتفری پیدا کرتی ہے اور پھر اپنے مفادات کو درپیش خطرات کو ختم کرتی ہے جیسے ان مخلص سیاست دانوں کا قتل جو مسلمانوں کے خلاف امریکی جنگ کے خلاف اپنی آواز بلند کرتے ہیں۔

حزب التحریر ولایہ پاکستان اس بات پر یقین رکھتی ہے کہ جس طرح یثرب کے لوگ تقسیم اور مصیبت زدہ تھے اور انھوں نے صرف اسی صورت میں امن اور خوشحالی کا منہ دیکھا جب انھوں نے اسلام قبول کیا اور یثرب کو مدینے میں تبدیل کر کے پہلی اسلامی ریاست قائم کی، بالکل اسی طرح کراچی بھی صرف اسلام کی حکمرانی میں ہی امن اور خوشحالی کا دور دیکھ سکتا ہے۔ تمام مسلمانوں کے درمیان واحد مشترک چیز اسلام ہے چاہے وہ کسی بھی نسل یا مسلک سے تعلق رکھتے ہوں۔ شریعت وہ قانون ہے جو ان کے عقیدے، اسلام پر مبنی ہے۔ اسلام احکامات اور حرومات کا مجموعہ ہے جس کو اللہ نے قرآن اور سنت کی شکل میں نازل کیا۔ خلافت حکمران کو رعایا پر فوقیت نہیں دیتی اور نہ ہی ایک لسانی یا مسلکی گروہ کو کسی دوسرے لسانی یا مسلکی گروہ پر فوقیت دیتی ہے۔ جمہوریت میں صرف ان علاقوں میں ترقیاتی کام کیے جاتے ہیں جو حکومتوں کے مرکز ہوتے ہیں، جہاں حکمران رہتے ہیں یا وہ لوگ رہتے ہیں جن کی حمائت کی وجہ سے حکمرانوں کا اقتدار قائم ہوتا ہے۔ لیکن خلافت پورے معاشرے کے معاملات کی نگہبانی اس طرح سے کرتی ہے جیسا کہ کی جانی چاہیے۔ لہذا خلافت نہ صرف کراچی سمیت تمام نظر انداز کیے گئے بڑے شہروں کی ترقی کو یقینی بنائے گی بلکہ چھوٹے شہروں اور گاوں دیہاتوں کی ترقی کو بھی یقینی بنائے گی جس کے نتیجے میں صحت اور تعلیم جیسی بنیادی سہولتوں کے حصول کے لیے بڑے شہروں کی جانب ہجرت کے سلسلہ میں کمی واقع ہو گی بلکہ شہروں میں آبادی کے بڑھتے ہوئے مسئلہ کا بھی خاتمہ ہو گا۔ اس کے علاوہ خلافت میں سیاسی جماعتوں کی تشکیل لسانی بنیادوں پر نہیں ہو سکتی بلکہ سیاسی جماعتیںصرف اور صرف اسلام کی بنیاد پر ہی قائم ہو سکتیں ہیں۔ سیاسی جماعتوں، حکومتی اہلکاروں اور کسی بھی غیر متعلقہ شخص کو غیر ملکی سفیروں سے تعلق رکھنے کی اجازت نہیں ہو گی۔ کافر حربی ممالک کے سفارت خانے اور قونصل خانے بھی بند کر دیے جائیں گے۔
