The National Action Plan has Criminalized Calling for Islam and its Noble Ruling System, the Khilafah
Amidst a flurry of media reports on the electronic media, on 6 October 2015, Karachi authorities claimed to have arrested an engineering and business graduate, Owais Raheel, for working for the re-establishment of Khilafah under Section 11EEEE (1) of the Anti-Terrorism Act. The regime is lying barefacedly, as is its habit, because its brutal thugs abducted Owais Raheel almost a month ago on Friday 11 September 2015, all the while denying that they had him. This regime is slavishly persisting in its vicious campaign against Hizb ut-Tahrir, a political party whose ideology is Islam, not sparing the elderly man, the seriously ill patient or even the woman with child. And the regime is undertaking this campaign against a fundamental obligation in Islam, the establishment of the Khilafah and ruling by Islam, even though Pakistan is a state that was established in the name of Islam and whose people pride it as the "Fortress of Islam."
Implementation of Islam and the establishment of Khilafah is an obligation confirmed by numerous divine texts, such as when RasulAllah said, ومن مات و لیس فی عنقہ بیعۃ مات میتۃ جاھلیۃ “And who ever dies while there were no Bai’ah on his neck, his death would be as that of the days of Jahiliyyah (ignorance).” (Muslim). Hizb ut-Tahrir’s ideology is Islam and thus it works for the return of the Khilafah Rashida, the system of the Abu Bakr (ra), Umar (ra), Usman (ra) and Ali (ra). We present these blessed Companions (ra) as our ideal and demand that the current rulers take them as role models for governance, so how is this a crime?
The use of force and lies by the regime confirms that it has failed and is discredited in the eyes of the people of Pakistan. It is now busy digging its own grave as it is unable reply to the powerful call for Khilafah Rashida, a call that has inspired the Muslims of Pakistan and shaken the foundations of the corrupt regime. The regime is forcing the kufr, man-made democracy down our throat. We ask here, what ideals do the current rulers have in mind? Obama, the open enemy of Islam and Muslims, Cameron, the war monger, or Francis Hollande, the champion of the corrupt liberal values?
The Raheel-Nawaz regime is following the example of the Quraysh who, when confronted with the truthful call, turned their faces away in arrogance and then unleashed their thugs upon the Muslims. This government of tyranny will meet the same fate as the Quraysh soon, inshaaAllah, for the return of Islam as a state is on the horizon, a sight which has horrified its masters of Washington, causing them to yank on the chains of their other agents all over the world, from Bangladesh to Egypt.
Hizb ut-Tahrir stands before the tyrants, depending on Allah (swt) and fearing none but Him (swt). It takes up its call with renewed resolve in this season of sacrifice, calling upon the armed forces of Pakistan to grant the Nussrah (Material Support) to Hizb ut-Tahrir for the return of the Khilafah, which will gather and mobilize this mighty Ummah against the real terrorists of the age, the scheming American crusaders, the lowly occupying state of Jews and the oppressive state of Hindu mushrikeen.
إِنَّ الَّذِينَ يُحَآدُّونَ ٱللَّهَ وَرَسُولَهُ أُوْلَـٰئِكَ فِى ٱلأَذَلِّينَ كَتَبَ ٱللَّهُ َلأَغْلِبَنَّ أَنَاْ وَرُسُلِيۤ إِنَّ ٱللَّهَ قَوِيٌّ عَزِيزٌ
“Indeed, the ones who oppose Allah and His Messenger – those will be among the lowest. Allah has decreed, ‘I will surely overcome, I and My messengers.’ Indeed, Allah is Powerful and Exalted in Might.”

خلافت کے داعیوں کو رہا کرو
نیشنل ایکشن پلان نے اسلام اور اس کے نظام حکومت خلافت کی دعوت دینا جرم قرار دے دیا
کراچی میں سیکیورٹی حکام نے 6 اکتوبر 2015 کو میڈیا کے سامنے یہ دعوی کیا کہ انہوں نے اویس راحیل، جو کہ انجینئر اور بزنس گریجویٹ ہیں، کو خلافت کے دوبارہ قیام کی جدوجہد کرنے کے جرم میں انسداد دہشت گردی ایکٹ کی دفعہ 11EEEE(1) کے تحت گرفتار کیا ہے۔ یہ حکومت سفید جھوٹ بول رہی ہے کیونکہ اویس راحیل کو تقریباً ایک ماہ قبل 11 ستمبر 2015 بروز جمعہ حکومت کے غنڈوں نے اغوا کر لیا تھا اور اب تک یہ ماننے کے لئے تیار ہی نہیں تھی کہ وہ اس کی تحویل میں ہے۔ یہ حکومت بغیر کسی وقفے کے حزب التحریر کے خلاف زہریلی اور پر تشدد مہم چلا رہی ہے جو کہ ایک سیاسی جماعت ہے اور اسلام اس کا نظریہ حیات ہے اور ظلم و ستم کرتے ہوئے وہ کسی بوڑھے کے بڑھاپے، شدید بیمار مریض یہاں تک کہ خواتین کا بھی خیال نہیں کرتی جن کی گودوں میں ان کے دودھ پیتے بچے ہوتے ہیں۔ اور یہ حکومت یہ مہم اسلام کے اہم ترین فرضیت کے خلاف چلا رہی ہے یعنی خلافت کے قیام کے ذریعے اسلام کا مکمل نفاذ جبکہ پاکستان وہ ملک ہے جو اسلام کے نام پر حاصل کیا گیا اور یہاں کے لوگ اس کو "اسلام کا قلع" کہنے میں فخر محسوس کرتے ہیں۔
خلافت کا قیام ایک فرض ہے جس کے ثبوت کے طور پر کئی شرعی دلائل پیش کیے جا سکتے ہیں جیسا کہ رسول اللہ ﷺ نے فرمایا، ومن مات و لیس فی عنقہ بیعۃ مات میتۃ جاھلیۃ "اور جو کوئی اس حال میں مرا کہ اس کی گردن میں (خلیفہ کی) بیعت (کا طوق) نہ ہو تو وہ جاہلیت کی موت مرا" (مسلم)۔ لہٰذا حزب التحریر کا نظریہ اسلام ہے اور وہ خلافت کے نظام کے نفاذ کی دعوت دیتی ہے جو ابو بکر رضی اللہ عنہ، عمر رضی اللہ عنہ، عثمان رضی اللہ عنہ اور علی رضی اللہ عنہ کا نظام ہے۔ ہم انہیں اپنے پسندیدہ ترین حکمرانوں کے طور پر پیش کرتے ہیں اور موجودہ حکمرانوں سے کہتے ہیں کہ وہ حکمرانی میں ان کی پیروی کریں، تو کیا ایسا کرنا جرم ہے؟
قوت اور جھوٹ کا استعمال اس بات کا ثبوت ہے کہ یہ حکومت ناکام اور امت کی آنکھوں میں اپنی وقعت کھو چکی ہے۔ ایسا کر کے یہ حکومت خود اپنے ہاتھوں اپنی قبر کھود رہی ہے کیونکہ وہ خلافت راشدہ کی زبردست اور پر جوش دعوت کا جواب دینے سے قاصر ہے، اور یہ وہ پکار ہے جس نے پاکستان کے مسلمانوں کو متاثر کیا ہے اور اس کرپٹ حکومت کی بنیادوں کو ہلا کر رکھ دیا ہے۔ لہٰذا حکومت پاکستان پر زبردستی انسانوں کا بنایا ہوا جمہوری نظام ٹھوس رہی ہے۔ کیا حکمران بتائیں گے کہ ان کے پاس بہترین حکمرانی کا کیا نمونہ ہے؟ کیا اوبامہ یا کیمرون یا فرانسس ہولینڈ، جو اسلام اور مسلمانوں کے دشمن ہیں اور کرپٹ لبرل اقدار کے علم بردار ہیں۔
راحیل-نواز حکومت قریش کی پیروی کر رہی ہے کہ جن کو جب حق پیش کیا گیا تو انھوں نے تکبر میں اس سے آنکھیں پھیر لیں اور پھر اپنے غنڈوں کو مسلمانوں پر چھوڑ دیا۔ جبر کی یہ حکومت جلد قریش جیسے انجام کا سامنا کرے گی، انشاء اللہ کیونکہ اسلام کی واپسی کا سورج طلوع ہوا چاہتا ہے اور یہ وہ منظر ہے کہ جس نے اس حکومت کے واشنگٹن میں بیٹھے آقاوں کو شدید خوفزدہ کر دیا ہے اور وہ دنیا بھر میں بنگلادیش سے مصر تک میں موجود اپنے ایجنٹوں کی ڈوریاں تیزی سے ہلا رہے ہیں۔
حزب التحریر جابروں کے سامنے کھڑی ہے اور صرف اللہ سبحانہ و تعالیٰ پر توکل کرتی ہے اور اس کے سوا کسی سے نہیں ڈرتی۔ حزب قربانیوں کے اس موسم میں اپنی دعوت کو ایک نئے عزم کے ساتھ آگے بڑھائے گی اور افواج پاکستان سے خلافت کے دوبارہ قیام کے لئے نصرۃ مانگتی رہے گی۔ پھر وہ خلافت اس دور کے حقیقی دہشت گردوں، صلیبی امریکہ، غلیظ قابض یہودی وجود اور جابر مشرک ہندو ریاست کے خلاف اس عظیم امت کو اکٹھا اور متحرک کرے گی۔
إِنَّ الَّذِينَ يُحَآدُّونَ ٱللَّهَ وَرَسُولَهُ أُوْلَـٰئِكَ فِى ٱلأَذَلِّينَ كَتَبَ ٱللَّهُ َلأَغْلِبَنَّ أَنَاْ وَرُسُلِيۤ إِنَّ ٱللَّهَ قَوِيٌّ عَزِيزٌ
"جو لوگ اللہ اور اس کے رسول کی مخالفت کرتے ہیں وہ نہایت ذلیل ہوں گے۔ اللہ لکھ چکا ہے کہ بے شک میں اور میرے پیغمبر غالب رہیں گے، یقیناً اللہ زور آور اورغالب ہے"
