Government Claim of Breathing New Soul and Improvement in Economy is a Blatant Lie
On 1st February the Raheel-Nawaz regime’s Information Minister claimed in a press conference that the government has breathed a new soul in the economy. He tried to prove his assertion with various statistics, all unconvincing. The bullish trend in stock market, increase in foreign investment and foreign reserves and the drop in oil prices was presented as the outcome of the regime’s successful economic policies.
The reality is that the current regime is implementing the same capitalist economic system under the supervision of the I.M.F as previous governments did. This is the same system which recently created a economic crisis of immense proportions in the West, its birthplace. The national debt of America, Europe and Japan are more than their GDP, taxes are lowered for wealthy and increased on poor and because of unjust distribution, wealth disparity between poor and rich has reached unprecedented levels. This reality led to demonstration under the banner of “we are the 99%” and “Occupy Wall street” against the capitalist system in Europe and America. In Britain, six multinationals earned 14 billion pounds last year but paid only 0.3 percent of this in tax. This gap has been reported in an Oxfam report which states that by 2016 1% of the world’s population will be holding half of all wealth. American President Obama in 2014 in his State of the Union address said, “American dream is shattering” and then in 2015 speech he indicated to increased tax on wealthy people.
The real economic situation of Pakistan is that daily several children are dying in Thar because of hunger, daily new born babies die because there are no ventilators in government hospitals across the country and parents don’t have enough money to take their child to a private hospital. Pakistan is known for its production of wheat and rice globally but still half of its population is facing food shortage. People spend 80 to 90 percent of their income just on food and after this they don’t have money to spend on clothing, housing, education or health. This severe economic hardship is forcing people in cases to commit suicide along with their whole family.
The bullish trend in the stock market and increase in foreign investment and reserves are not true indicators of economic health. If this were so, in 2007 the global economic crisis would have not taken place in America as her stock market was performing exceptionally bullish and there was no shortage of dollars as it was printed them herself. Foreign reserves of Pakistan are not increased because of an increase in exports rather it increased because of borrowing billion of dollars from international lending institutions which has to be paid back with interest. Similarly, the decrease in oil prices at international markets is not because of government policy at all. Yet the regime has increased GST on oil from 17% to 27%, further burdening people with taxes.
The dream of real economic prosperity in Pakistan and of the whole world can only be materialized under the Islamic economic system. The economic system of Islam does not scream about scarcity of resources rather one of its prime objective is always eradication of poverty which is ensured through the just distribution of resources and wealth.

معیشت میں نئی روح پھونکنے اور بہتری کا حکومتی دعویٰ جھوٹا ہے
یکم فروری کو راحیل-نواز حکومت کے وزیر اطلاعات نے ایک پریس کانفرنس میں پاکستان کی معیشت میں نئی روح پھونک دینے کا دعویٰ کیا اور اپنے دعوے کو مختلف اعداوشمار کے ذریعے ثابت کرنے کی ناکام کوشش کی۔انہوں نے اسٹاک مارکیٹ میں تیزی، غیر ملکی سرمایہ کاری و زرمبادلہ کے ذخائر میں اضافے اور تیل کی قیمتوں میں کمی کو حکومت کی کامیاب معاشی پالیسیوں کا نتیجہ قرار دیا گیا۔
حقیقت یہ ہے کہ موجودہ حکومت بھی پچھلی تمام حکومتوں کی طرح آئی۔ایم۔ایف کی زیر نگرانی سرمایہ دارانہ معاشی نظام کو نافذ کررہی ہے۔ یہ وہ نظام ہےجس کی بدولت خود مغرب شدید معاشی بحران کا شکار ہے جہاں اس نظام نے جنم لیا تھا ۔ امریکہ ، یورپ، جاپان کے قومی قرضے اُن کی کُل معیشت کے حجم سے زائد ہوچکے ہیں ، امیروں پر ٹیکسوں میں کمی اور غریبوں پر ٹیکسوں میں اضافے اور وسائل کی غیر منصفانہ تقسیم نے امیر اور غریب کے درمیان فرق کو خوفناک حد تک پہنچا دیا ہے۔ یہی وجہ ہے کہ پچھلے چند سالوں سے خود یورپ و امریکہ میں سرمایہ داریت کے خلاف "ہم 99فیصد ہیں" اور "وال اسٹریٹ پر قبضہ کرو"جیسی تحریکیں جاری ہیں۔ برطانیہ میں چھ ملٹی نیشنل اداروں نے پچھلے سال 14 بلین پونڈ کمائے لیکن صرف 0.3فیصد ٹیکس ادا کیا۔ یہی وہ فرق ہے جس کے متعلق اوکسفام نے اپنی حالیہ رپورٹ میں کہا کہ 2016 تک 1فیصد امیر طبقہ دنیا کی آدھی دولت کا مالک بن جائے گا۔ امریکی صدر اوبامہ نے 2014 کے اسٹیٹ آف یونین خطاب میں اس بات کا اعتراف کیا کہ "امریکی خواب ٹوٹ رہا ہے" اور 2015 کے خطاب میں امیروں پر ٹیکسوں میں اضافے کا عندیہ دیا۔
پاکستان کی معاشی صورتحال یہ ہے تھر کے علاقے میں روزانہ بچے بھوک سے مر رہے ہیں، سرگودھا اور ملک کے دیگر سرکاری ہسپتالوں میں نومولود وینٹی لیٹر نہ ہونے کی بنا پر موت کی وادی میں چلے جاتے ہیں کیونکہ ان کے والدین کے پاس نجی ہسپتالوں میں جانے کے وسائل نہیں ہوتے۔ دنیا میں گندم اور چاول کی پیداوار میں شہرت رکھنےےوالے پاکستان میں آدھی آبادی غذائی کمی کا شکار ہے۔ لوگوں کی آمدنیوں کا 80 سے 90 فیصد صرف خوراک کی ضروریات پورا کرنے پر ہی خرچ ہوجاتا ہے جس کے بعد رہائش، لباس، تعلیم اور علاج کے لئے وسائل بچتے ہی نہیں۔ اور اس طرح شدیدمعاشی تنگی سے مجبور ہو کر لوگ اپنے بچوں سمیت خودکشیاں کررہے ہیں۔
اسٹاک مارکیٹ میں تیزی، غیر ملکی سرمایہ کاری و زرمبادلہ کے ذخائر میں اضافہ کبھی بھی حقیقی معاشی صورتحال کی عکاس نہیں کرتے اگر ایسا ہوتاتو امریکہ میں 2007 کا عالمی معاشی بحران پیدا ہی نہیں ہوتا جبکہ اُس وقت امریکہ کی اسٹاک مارکیٹ بلندیوں کو چھو رہی تھی اور ڈالر تو وہ خود ہی چھاپتا ہے۔پاکستان کےزرمبادلہ کے ذخائر میں اضافہ پاکستان کی برآمدات میں اضافے کی وجہ سے نہیں بلکہ عالمی مالیاتی اداروں سے حاصل کیے جانے والے اربوں ڈالر کے قرضوں کی وجہ سے ہوا ہے جو پاکستان نے سود سمیت واپس بھی کرنے ہیں۔ اسی طرح عالمی مارکیٹ میں تیل کی قیمت میں ہونے والی زبردست کمی میں بھی حکومتی کوششوں کا کوئی عمل دخل نہیں بلکہ اس دوران حکومت نے تیل پر جی۔ایس۔ٹی 17فیصد سے بڑھا کر 27 فیصد کرکے عوام پر ٹیکسوں کے بوجھ میں اضافہ کیا ہے۔
پاکستان اور دنیا بھر میں حقیقی معاشی خوشحالی کا حصول صرف اسلام کے معاشی نظام کو نافذ کر کے ہی ممکن ہے۔ اسلام کا معاشی نظام، وسائل کی کمی کا رونہ نہیں روتا بلکہ غربت کو ختم کرنا اس کے بنیادی اہداف میں سے ایک ہدف ہوتا ہے جس کو دولت کی منصفانہ تقسیم کے ذریعے یقینی بنایا جاتا ہے۔
