The Believer is not Stung from the Same Hole Twice
Hizb ut Tahrir is still the forerunner that does not lie to its people, offering sincere advice to the sons of this Ummah and to the Islamic movement, especially to those who still insist on ousting a bunch of rebels led by al-Sisi, who cold-bloodedly drenched his hands in the blood of the sons of the Egyptian people. On
Oh you who have risen for the cause of democracy, a Kufr system that gives sovereignty to the people without Allah, and you have considered it your optimal method for ruling with Islam. Those calling for democracy and its servants have turned against it and trample it with their shoes, while you hold onto it and are motivated by it. Meanwhile they have declared their enmity to all that is Islamic!
Respond to them by renouncing their rotten democracy, and raise the banner of the Khilafah, and delete the words “legitimacy” and “democracy” from your dictionaries. Declare “it is for Allah, it is for Allah!”, as proclaimed by the blessed Syrian Revolution. Do not be shy from raising the banner and the flag of your Prophet (saw), for they contain your honour and your elevation! Discard the Sykes-Picot flags into the dustbin of history! This treaty separated the Ummah and has sanctified its separation, it has torn the Ummah into pitiful entities that serve the Ummah’s enemies, and prevent Islam’s return to rule.
Do not bet on the decadent Western democracy, and on the enemies of your Deen from the Kafir Western states. Rather place your stakes on your Ummah, let your adherence be to your Lord. He is the only One who will support you with His victory, He is our Lord but they do not take Him as their Lord. We and you will not be intimidated by al-Sisi and his security, and his killing machinery, which will only cause us to increase in resilience and determination to move forward towards the empowerment of Allah’s law in the Khilafah on the method of Prophethood, whose time has come to stay. Let the path of your beloved Prophet (saw) in the establishment of the Islamic State be your path, and let our work and your work and the work of the rest of the sincere sons of the Ummah in the coming days focus on the following:
1. The work on the immediate release of all detainees in the prisons of the coup regime…
2. Discarding the roadmap drawn by the military behind which
3. Not entering into any negotiations with this bloody coup regime produced by

And we have been stung over and over again!
4. Rejection of the democratic game and announcing not to participate once again, the Prophet (saw) said:
5. Rejection of all slogans, banners and ideas related to the secular democratic system and the halt of maneuvering with them to achieve short-term demands.
6. Work to restore confidence in the Islamic project, and make people understand that Islam was not applied during the past year, and that the failures that occurred were due to the application of the republican secular system, even if those applying it are aligned to the Islamic movement.
7. Creation of public opinion among all the revolutionaries of the obligation of the Khilafah, and making them aware of the project for the Khilafah State and its constitution, placed by Hizb ut Tahrir, and making the case of resuming the Islamic way of life a decisive issue in every neighbourhood.
8. Call upon the Egyptian army and urge them to support the Khilafah project to establish the Khilafah ar-Rashidah…
9. Address domestic and international public opinion that we have decided to drop the secular democratic republican system, and the establishment of a Khilafah in its place, because it is the system of government in Islam, that stems from our Aqeedah and our Deen.
10. Urge all Muslims in all parts of the earth to support the Khilafah and its workers...

Announce with determination, strength and decisiveness that the issue of Khilafah is a matter of life or death for every faithful Muslim with sincere loyalty to Allah Almighty and His Messenger (saw). And the squares must proclaim the Khilafah and not any other regime… Resoluteness must be taken on this matter so our eyes may be delighted by the sight of the Bayah given to the Khaleefah according to the Book of Allah and the Sunnah of His Messenger (saw), for the sake of Allah (swt) and the tangible achievement of His victory and as an appeal for martyrdom.
13. Reassuring words to non-Muslims that this state is not only for Muslims, rather it is for anyone who carries the Khilafah state’s tabiyya (citizenship), and that they enjoy all the rights of well-being as the Muslims, without discrimination.
14. Patience until victory (and victory comes only from Allah)!

لا يلدغ المؤمن من جحر مرتين
مومن ایک ہی سراخ سے دوبار نہیں ڈسا جاتا
آج بھی حزب التحریر ہی وہ جماعت ہے جو اپنوں سے جھوٹ نہیں بولتی لہذا امت کے بیٹوں اور اسلامی رجحان والوں کو یہ نصیحت کرتی ہے خصوصاً وہ جو انقلابی ٹولے اور ان کے سرغنہ السیسی کو ہٹانے پر اصرار کر رہے ہیں جو انتہائی بے دردی سے مصری عوام کا خون بہارہا ہے۔ بدھ14اگست کو چھ سو سے زیادہ لوگوں قتل اور 5000سے زائد افراد زخمی ہوئے،یہ ایک ایسی مجرمانہ ، بغض اور نفرت سے بھرپور کاروائی تھی جس کی مثال یہودی وجود کے مجرموں کے علاوہ کہیں نہیں ملتی۔اس لیے ہم ہر اس شخص سے جو اسلام سے محبت اور زندگی میں اس کے نفاذ کا آرزومند ہے ، کہتے ہیں کہ اسی سراخ سے دوبار دھوکہ مت کھا ؤ!اے وہ لوگو جنہوں نے جمہوریت کا علم بلند کیا ہوا ہے یہ نظام کفر ہے ،یہ اللہ کی بجائے عوام کو حاکمیت اعلی کا منصب دیتا ہے۔تم نے اس کو اسلام کی حکمرانی کے لیے درست طریقہ سمجھ رکھا ہے،جبکہ اس کے علمبردار اور اس کی عبادت کرنے والے بھی اب اس کو جوتے کی نوک پر رکھ رہے ہیں مگر تم اب بھی اِس سے چمٹے ہوئے ہو اور اس کا دفاع کر رہے ہو۔انہوں نے تو اسلام کے نام کی ہر چیز سے اپنی دشمنی کا اعلان کر دیا!تم اس بدبودار جمہوریت کا طوق اتار پھینک کر ان کو جواب دو اور خلافت کا علم بلند کرو۔اپنی لغت سے ہی جواز اور جمہوریت کا لفظ حذف کردواوریہ اعلان کرو کہ یہ اللہ کے لیے ہے یہ اللہ کے لیے ہے جیسا کہ شام کے مبارک انقلاب نے اس کا اعلان کر رکھا ہے۔اپنے نبی ﷺ کے علم(لواء اور رایہ)کو بلند کرنے میں کوتاہی نہ کرو اسی میں تمہاری عزت اور رفعت ہے۔سایکس پیکو کے جھنڈوں کو تاریخ کے کوڑے دان میں ڈال دو ! ان جھنڈوں نےہی امت کے درمیان تفریق پیدا کردی ہے اور اس تفریق کو گہرا کردیا ہے،اس کو ایسی رسوائے زمانہ ریاستوں میں تقسیم کر دیا ہے جو امت کے دشمنوں کے خدمت گار ہیں اور اسلام کی حکمرانی کی راہ میں یہی حائل ہیں۔
مغرب کی ذلت آمیز جمہوریت کی بھینٹ نہ چڑھو،نہ ہی اپنے دین کے دشمن مغربی ممالک کے آلہ کار بنو،اپنی امت کا سہارا لے لو،اپنے رب سے تعلق استوار کرو،وہی ہے جو اپنی مدد سے تمہاری آنکھوں کو ٹھنڈک بخش سکتا ہے،وہی ہمارا مولا ہے اور ان کا کوئی مولا نہیں۔ہمیں اور تمہیں کوئی السیسی ،اس کے سیکیورٹی ادارے اور قتل و غارت کے آلات مرغوب نہیں کر سکتے،یہ چیز ہمیں مزید حوصلہ اور ہمت دیں گی کہ ہم اس خلافت علی منہاج النبوۃ کی ریاست میں اللہ کی شریعت کو نافذ کرنے کے لیے قدم برھائیں جس کا وقت آگیا اور زمانہ آن پہنچا۔اسلامی ریاست قائم کرنے کے لیے اپنے رسول کریم کا طریقہ ہی تمہارے پیش نظر ہو نا چاہیے اورہمارا، تمہارا اور امت کے باقی تمام مخلص بیٹوں کا کام ،آنے والے دنوں میں مندجہ ذیل نکات پر مرکوز ہو نا چاہیے:
1. السیسی حکومت کے جیلوں میں بند تمام قیدیوں کی فوری رہائی کے لیے جدوجہد۔۔۔۔۔
2. فوجی قیادت اور اس کی پشت پناہ امریکہ کی جانب سے دیئے گئے مصنوعی روڈمیپ کو ختم کرنا اور موجودہ حکومت کو تسلیم نہ کرنا۔۔۔۔
3. امریکہ کی طرف سے قائم کی جانے والی اس خونی انقلابی حکومت کے ساتھ کسی قسم کے مذکرات نہ کرنا۔۔۔۔
4. جمہوریت کے تماشے سے دسبردار ہو نا اور آئندہ اس میں حصہ نہ لینے کا اعلان کرنا،رسول اللہ ﷺ نے فرمایا:
"لا يُلدغ المؤمن من جحر مرتين"
"مومن ایک سوراخ سے دوبار نہیں ڈسا جاتا"
پھر کس طرح ہم باربار ڈسے جاتے ہیں!
5. جمہوری اور سیکولر نظام سے جڑے تمام نعروں،جھنڈوں اور افکار کو اتار پھینک دینا اور وقتی مفادات کے لیے ان کو نہ دہرانا۔۔۔۔۔
6. اسلامی منصوبے پر اعتماد کو راسخ کرنے کے لیے کام کرنا،لوگوں کو یہ سمجھا نا کہ گزشتہ سا ل کے دوران کوئی اسلام نافذ نہیں کیا گیا اورجو ناکامی کا سامنا ہوا وہ سیکولر جمہوری نظام کو لوگوں پر نافذ کرنے سے ہوا،اگرچہ یہ نام نہاد اسلام پسندوں کے ہاتھوں ہوا۔۔۔۔۔
7. تمام انقلابیوں کے درمیان خلافت کی فرضیت کے بارے میں رائے عامہ ہموار کرنا،ریاست خلافت اور اس کے دستور کو،جو کہ حزب التحریر نے تیار کر رکھا ہے، کے بارے میں بیداری پیدا کر نا،اسلامی زندگی کے مسئلے کو ہر گلی محلے میں موت وحیات کا مسئلہ بنانا۔۔۔
8. مصری فوج کو دعوت اور اس کو خلافت راشدہ کی ریاست کے قیام کے لیے نصرہ دینے کی ترغیب دینا۔۔۔
9. مقامی اور بین الاقوامی رائے عامہ کو بتا دینا کہ ہم نے سیکولر جمہوری نظام کو نیست ونابود کرنے اور اس کی جگہ خلافت قائم کرنے کا تہیا کرلیا ہے، کیونکہ اسلام کا نظام حکومت یہی ہے اور یہ ہمارے عقیدے اور دین سے نکلتا ہے۔۔۔۔۔
10. تمام روئے زمین کے مسلمانوں کو خلافت اور اس کے لیے جدو جہد کرنے والوں کی مدد کی ترغیب دینا۔۔۔۔
11. خلافت کے قیام کے لیے اس فکری اور سیاسی طریقے کی پابندی کرنا جس پر رسول اللہ ﷺ چلے،کسی قسم کی مسلح کاروائیوں کی طرف مائل نہ ہونا۔۔۔۔۔۔
12. اس بات پر اصرار اور سخت رویہ اختیار کرنا کہ خلافت ہی ہر مخلص اور اللہ اور اس کے رسول ﷺ کے وفادار مسلم کے لیے موت وحیات کا مسئلہ ہےہر میدان میں کسی اور نظام کی نہیں صرف خلافت کی بازگشت سنائی دینا چاہیے۔۔۔۔اس پر اس وقت تک ثابت قدم رہنا جب تک ہماری آنکھیں کتاب اللہ اور سنت رسول ﷺ پر خلیفہ کی بیعت پرٹھنڈی نہ ہوں اوریہ اللہ کی رضا،اس کی مدد کے حصول اور شہادت کے آرزو کے ساتھ ہو۔۔۔
13. غیر مسلموں کو بھی مطمئن کر نے کے لیے مخاطب کرنا کہ خلافت کی ریاست صرف مسلمانوں کی نہیں ہوتی بلکہ یہ ہر اس شہری کی ریاست ہے جس کے پاس خلافت کی ''شہریت" ہے،غیر مسلموں کو بھی بلاامتیاز مسلمانوں کی طرح تمام حقوق حاصل ہوں گے۔
14. اللہ کی مدد آنے تک صبر(مدد صرف اللہ کی طرف سے آتی ہے)۔
