Taliban must announce rejection of “surrender talks” and Express the Stance of Siding only with The Khilafah Rashida over Pakistan and Afghanistan

Last week, Taliban confirmed that they will attend the Afghanistan conference in Paris later this month, December, but downplayed any suggestions that the movement would enter into any negotiations with the Afghan government. Spokesman for the Taliban Zabihullah Mujahid said, “The Taliban in this conference will express its stance to the world community and we will send two representatives. We must clarify that no talks with anyone are involved. This is only a research conference and the representatives of the Taliban are attending the conference only to address directly the world about their views face to face.” He further added that the movement had support amongst the people and that the US had accepted this reality. He said, “Taliban are not just a simple movement (but) a movement with roots among the people. The Americans came to accepting the Taliban as a reality.” (“Taliban to attend Paris moot on Afghanistan...Rule out peace talks with Karzai Government", The News International, December 11 2012).

The international conference on Afghanistan comes at a critical juncture for America and its allies, as they both seek a face saving exit solution to the Afghan quagmire. Central to this plan is the five-step blueprint, entitled “Peace Process Roadmap to 2015”, which was issued by Afghanistan and Pakistan under American auspices. In essence the plan seeks to co-opt Taliban and other associated militant groups into Afghanistan’s government structure in return for complete renunciation of violence. The overarching guiding principle for the talks is summed up by McClatchy News: “Any outcome of the peace process must respect the Afghan constitution...As part of the negotiated outcome, the Taliban and other armed groups must cut ties with Al Qaeda and other terrorist groups, and verifiably renounce violence...the peace process should be facilitated and supported by regional and international countries.”("Afghan Peace Process Roadmap to 2015", McClatchy Online, December 13 2012).

Whilst we know that Taliban is not led by one faction, and so no faction can claim that it represents the entire movement, and whilst we also know that most of the factions, if not all of them, in the movement refuse any negotiation with the Western colonial powers, it is difficult to understand that having sacrificed so much time, effort and money, and spilt so much pure blood that any of the Taleban would even consider such a peace plan. By all accounts, the root and branches of the peace plan seek only to safeguard America’s wavering rule in the region and that of her puppets in the Afghan government.

Hence, there is no doubt that this plan is an insult to countless Afghan civilians who have lost their lives in their service to protect their Islam. It is also a despicable affront to the thousands of martyrs and the tens of thousands of mujahideen who have made America and her allies kneel and search for ahasty exit.  Indeed entering, negotiating and signing up to a plan in which the very foundation demand respect for the Afghan constitution is a betrayal of Allah (SWT), his Messenger (saw) and the Ummah.  And Allah SWT said,

((فَلاَ تَهِنُوا وَتَدْعُوا إِلَى السَّلْمِ وَأَنْتُمْ الأَعْلَوْنَ وَاللَّهُ مَعَكُمْ وَلَنْ يَتِرَكُمْ أَعْمَالَكُمْ)) (محمد: 35)

“Do not be faint hearted, begging for peace when you are uppermost and Allah is with you and will not waste your efforts.” [Surah Muhammad: 35]

It is not only haram to entertain such a treacherous plan but it is the height of political naivety. It merely serves to strengthen the enemy and the rule of disbelief over Afghanistan, and Allah said;

((وَلَنْ يَجْعَلَ اللَّهُ لِلْكَافِرِينَ عَلَى الْمُؤْمِنِينَ سَبِيلًا))

“And never will Allah give the disbelievers over the believers a way [to overcome them.]” [An-Nisaa: 141].

We in Central Media Office of Hizb ut-Tahrir, from the perspective that this Deen is a Naseeha (Advice), extend the following advice to our brothers in the Taliban as well as those in the groups that are working with them:

The Afghan constitution, the present Afghan political structures and the current government are illegal and not from Islam. All have been established by the colonialist forces to subdue Islam, oppress the people and protect their respective interests.

1.      The only valid political goal is the re-establishment of the Khilafah Rashida, which entails giving the bayah to the Khaleefah who will rule in accordance with the Quran, Sunnah, IjamaSahaba and Qiyas. Any other political outcome, short of this goal is null and void.

2.      Only the complete implementation of Islam in all walks of life i.e. economic, political, social and foreign affairs is sought. Partial implementation is rejected in all its forms.

3.      No negotiation that mixes the Haqq (Truth) with the Baatil (evil) will be entered into with any Afghan official that recognizes the legitimacy of America’s puppet Afghan government. If this occurs, it will be the first of the steps that forsake the Haqq so as to pursue the Falsehood, even if it is under the guise of a “research” conference in Paris attended by the rulers of Afghanistan and Taliban representatives. Such conferences are the first steps in the dangerous political pitfalls…

By doing so, the Taliban would send two simultaneous messages:

First: To the world, that Taliban is steadfast upon the Haqq, refuses any alternative, so the world realizes that Taliban can not be deceived by the schemes of the colonialist Kafireen.

Second: To the Muslim Ummah, that Taliban works for the Khilafah to restore the dignity of Islam and the Muslims.

هَذَا بَلَاغٌ لِلنَّاسِ وَلِيُنْذَرُوا بِهِ وَلِيَعْلَمُوا أَنَّمَا هُوَ إِلَهٌ وَاحِدٌ وَلِيَذَّكَّرَ أُولُو الْأَلْبَابِ

“Here is a Message for mankind: that they may take warning there from, and let them know that He is (no other than) One Allah. Let men of understanding take heed.” [Ibrahim: 52]

طالبان کو لازمی طور پر “ذلت آمیز مذاکرات” کو مسترد اور پاکستان اور افغانستان میں خلافتِ راشدہ کے قیام کی حمائت کا اعلان کرنا چاہیے

گذشتہ ہفتے تحریک طالبان نے موجودہ دسمبر کے مہینے میں پیرس میں ہونے والی افغانستان کانفرنس میں شرکت کی تصدیق کی تاہم اس بات کا کوئی ذکر نہیں کیا کہ وہ افغان حکومت کے ساتھ مذاکرات کریں گے یا نہیں۔ تحریک طالبان کے ترجمان ذبیح اللہ مجاہد نے کہا” اس کانفرنس میں طالبان عالمی برادری کے سامنے اپنا موقف پیش کریں گے اور ہم اپنے دو نمائندے بھیجیں گے۔ اس بات کی وضاحت بھی ضروری ہے کہ اس کانفرنس میں کسی سے کوئی بات چیت نہیں کی جائے گی۔ یہ ایک تحقیقی کانفرنس ہے، طالبان کے نمائندے اس کانفرنس میں شرکت صرف دنیاکے سامنے ہمارا نقطہ نظر براہ راست پیش کرنے کی غرض سے کر رہے ہیں"۔ انہوں نے مزید کہا کہ تحریک کو لوگوں کی حمایت حاصل ہے اور امریکہ نے اس حقیقت کو تسلیم کر لیا ہے۔ انھوں نے کہا کہ "طالبان کوئی چھوٹی موٹی تحریک نہیں بلکہ اس کی جڑیں عوام میں ہیں۔ امریکہ طالبان کو ایک حقیقت کے طور پر تسلیم کر چکا ہے" (The International News 11/12/2012)۔

افغانستان کے حوالے سے یہ بین الاقوامی کانفرنس امریکہ اور اس کے اتحادیوں کے لیے پریشان کن صورت حال میں منعقد ہو رہی ہے، کیونکہ امریکہ اور اس کے اتحادی افغانستان کی دلدل سے نکلنے کے لیے حل ڈھونڈ رہے ہیں۔ "امن کے عمل کا روڈمیپ 2015'' کے نام سے اس منصوبے کے پانچ مراحل ہیں، یہ وہی تجاویز ہیں جو پاکستان اور افغانستان نے امریکہ کی سرپرستی میں پیش کیں تھیں۔ اس منصوبے کا بنیادی مقصد طالبان اور ان سے منسلک دوسرے مسلح گروہوں کو مزاحمت سے مکمل دستبر دار ہونے کی شرط پر حکومتی ڈھانچے میں شامل ہونے کی طرف مائل کرناہے۔ McClatchy News نے اس کا خلاصہ یوں بیان کیا ہے کہ "امن مذاکرات کے نتیجے میں افغان دستور کی قبولیت کا اعلان لازمی ہے…اور مذاکرات کے نتیجے میں طالبان اور دوسرے مسلح گروپوں کو القاعدہ اور دوسری دہشت گرد تنظیموں سے مکمل قطع تعلق کرنا پڑے گا اور ممکن حد تک تشدد سے دستبرداری کا اعلان کرنا پڑے گا…امن کی کوششوں کے لیے علاقائی ممالک اور بین الاقوامی برادری لازمی حمائت کرے گی" (افغانستان میں امن کا عمل اور 2015 کا روڈمیپ  McClatchy News Online13 دسمبر 2012)۔

اگرچہ ہمیں معلوم ہے کہ طالبان کی قیادت کوئی ایک گروہ نہیں کر رہا لہذا کوئی ایک گروہ پوری تحریک کا نمائندہ ہونے کا دعوی بھی نہیں کر سکتا اور یہ بات بھی ہمارے علم میں ہے کہ سب نہیں تو تحریک کے اکثر گروہ استعماری مغربی ریاستوں سے ہر قسم کے مذاکرات کو رد کر چکے ہیں، تاہم یہ سمجھنا انتہائی مشکل ہے کہ وقت، سرمایہ اور لاکھوں لوگوں کا خون دینے یعنی اتنا کچھ قربا ن کر دینے کے بعد بھی بعض طالبان اس قسم کے امن مذاکرات کے متعلق سوچنا بھی گوارا کریں گے۔ ہرلحاظ سے اس امن منصوبے کا واحد مقصد خطے میں امریکہ کی لڑکھڑاتی بالادستی اور افغان حکومت میں اس کی کٹھ پتلیوں کی حفاظت کرنا ہے۔

لہذااس میں کوئی شک نہیں کہ یہ منصوبہ ان لاتعداد افغان شہریوں کے خون کی توہین ہے جنہوں نے اپنے دین اسلام کی محبت میں اپنی زندگیاں قربان کیں۔ یہ ان ہزاروں شہداء اور مجاہدین کی بھی توہین ہے جنہوں نے امریکہ اور اس کے اتحادیوں کو گھٹنے ٹیکنے پر مجبور کیا جس کی وجہ سے وہ آج چہرہ چھپا کر نکلنے کا راستہ ڈھونڈ رہے ہیں۔ اس لیے ان مذاکرات میں شرکت، بات چیت کرنا اور اس منصوبے پر دستخط کرنا جس میں افغان دستور کے احترام کو لازمی قرار دیا گیا ہو اللہ سبحانہ وتعالی، اس کے رسول ﷺ اور امت کے ساتھ خیانت ہے، اللہ تعالی کا ارشاد ہے:

((فَلاَ تَهِنُوا وَتَدْعُوا إِلَى السَّلْمِ وَأَنْتُمْ الأَعْلَوْنَ وَاللَّهُ مَعَكُمْ وَلَنْ يَتِرَكُمْ أَعْمَالَكُمْ)) (محمد: 35)

"تم ہمت مت ہارو اور صلح کی طرف مت بلاو  تم ہی غالب رہو گے اللہ تمہارے ساتھ ہے اور تمہارے اعمال کو ہر گز برباد نہیں کرے گا" (محمد :35)۔

اس قسم کے مذاکرات میں نہ صرف شرکت کرنا حرام ہے بلکہ یہ سیاسی نافہمی کی بھی انتہا ہے کیونکہ ان مذاکرات کے نتیجے میں صرف دشمن طاقتور ہوتا ہے اور کفار کو افغانستان پر بالادستی حاصل ہوتی ہے۔ اللہ سبحانہ و تعالی فرماتے ہیں:

((وَلَنْ يَجْعَلَ اللَّهُ لِلْكَافِرِينَ عَلَى الْمُؤْمِنِينَ سَبِيلًا))

"اور اللہ کافروں کو ہرگز مسلمانوں پر غلبہ نہیں دے گا" (النساء :141)۔

ہم حزب التحریر کا مرکزی میڈیا آفس دین کے نصیحت ہونے کی بنیاد پر طالبان بھائیوں اور ان کے ساتھ جدوجہد کرنے والی دوسری جماعتوں کے سامنے یہ وضاحت کرتے ہیں:

افغانستان کا موجودہ دستور اور حالیہ افغان حکومت اور اس کا سیاسی ڈھانچہ غیر شرعی ہیں۔ ان کا اسلام سے کوئی واسطہ نہیں۔ اس دستور کو استعماری طاقتوں نے اسلام کو نیچا دکھانے، لوگوں کا استحصال کرنے اور اپنے مفادات کے تحفظ کے لیے نافذ کیا ہے۔

1۔         واحد سیاسی ہدف صرف خلافت راشدہ کا قیام ہونا چا ہیے جس کے تحت خلیفہ کو اس بات پر بیعت دی جائے گی کہ وہ قرآن، سنت، اجماع الصحابہ اور قیاس کی بنیاد پر حکومت کرے گا۔ اس کے علاوہ کسی بھی قسم کا سیاسی حل جو اس مقصد سے عاری ہو وہ غیر شرعی ہے۔

2۔        زندگی کے تمام شعبوں میں یعنی معیشت، سیاست، معاشرت اور خارجہ امور میں، صرف اسلام کا مکمل نفاذ ہونا چاہیے۔ اسلام کا جزوی نفاذ کسی بھی شکل و صورت میں مسترد کر دینا چاہیے۔

3۔        افغان حکومت کے کسی بھی عہدہ دار سے کسی بھی سمجھوتے کے لیے کسی قسم کے مذاکرات حق کو باطل کے ساتھ خلط ملت کر تا ہے، کیونکہ یہ افغانستان میں امریکہ کی ایجنٹ حکومت کو تسلیم کرنے کے مترادف ہے۔ اگر ایسا ہے تویہ حق سے پیچھے ہٹنے اور باطل کی جانب پیروی کا پہلا قدم ہے، خواہ یہ پیرس میں "تحقیقی کانفرنس" میں شرکت کے پردے میں ہی کیوں نہ ہو جس میں افغان حکام اور طالبان کے نمائندے شرکت کر رہے ہیں۔ اس قسم کی کانفرنسیں ہی خطرناک سیاسی گڑھے میں گرنے کی جانب پہلا قدم ہو تی ہیں…

مذکورہ تجاویز کی پیروی کر کے طالبان بیک وقت دو پیغام دے سکتے ہیں:

پہلا:     دنیا کو یہ پیغام جائے گا کہ طالبان حق پر ثابت قدم ہیں، وہ حق کے مقابلے میں کسی چیز پر راضی نہیں ہوں گے۔ دنیا یہ بھی جان لے گی کہ استعماری کفار کے منصوبوں سے طالبان کو دھوکہ دینا ممکن نہیں۔

دوسرا:   امت مسلمہ کو یہ پیغام جائے گا کہ طالبان خلافت کے لیے کام کر رہے ہیں تا کہ اسلام اور مسلمانوں کی کھوئی ہوئی عزت کو بحال کیا جائے۔

هَذَا بَلَاغٌ لِلنَّاسِ وَلِيُنْذَرُوا بِهِ وَلِيَعْلَمُوا أَنَّمَا هُوَ إِلَهٌ وَاحِدٌ وَلِيَذَّكَّرَ أُولُو الْأَلْبَابِ

"یہ لوگوں کے لیے واضح پیغام ہے اس سے ان کو ڈرنا چاہیے اور ان کو جاننا چاہیے کہ وہی اکیلا معبود ہے اور عقل والوں کو بھی نصیحت حاصل کرنی چاہیے"۔ (ابراھیم:52)
