Hundreds of Deaths in Heat Wave Exposes Criminal Negligence of Raheel-Nawaz Regime
Since last Saturday, 20 June 2015, 445 people have been died because of heat stroke across Sindh, particularly in Karachi. This huge number of deaths in such a short period of time is not just because of the intense heat, but because it is compounded by severe electricity and water shortages. Whilst fasting and facing severe heat and suffocation, the Muslims are not only forced to wait patiently unit the restoration of electricity, they must venture in the intense heat in order to find water and ice, resulting in deaths in great numbers.
The heat wave is a natural calamity over which rulers have no control, however their response is in their sphere and the every ruler is accountable for his response before Allah (swt). For the last eight years, whenever summer arrives, severe electricity and water crises arise, at the worst possible time. The Raheel-Nawaz regime was aware of this fact, yet it still focused all energies to suppress and kill those who call for the implementation of Islam in Pakistan, or those who fight against the US occupying forces in Afghanistan. The traitors in the political and military leadership are focussed only on American dictates and are working hard to spread this US war over the entire country. This regime is so stone-hearted that over a million refugees from North Waziristan are forced to observe their second Ramadhan in this scorching heat, away from their homes. When the refugees demand the rulers resolve their problems, they receive bullets instead of relief, whilst on the other hand, the regime is celebrating the completion of the first year of military operations in the tribal regions.
If the Raheel-Nawaz regime had been sincere, seeking the pleasure of Allah (swt), compassionate to its people, instead of blindly subservient to its masters sitting in Washington, then it would have utilized all of its capability and power to resolve the electricity and water crisis, rather than wasting it on the so-called American “War on Terror”. If this regime had any care for the people’s misery, it would not have acted as if America’s war is its one and only priority, rather it would have mobilized to resolve the suffering of the people on an urgent basis.
Whether it is democracy or dictatorship, traitors in the political and military leadership always prioritize securing American interests, over caring for the people’s affairs. The current miserable situation can only be ended by a sincere leadership that implements Islam, which is only possible through the establishment of Khilafah. Islam has made it obligatory upon the Khaleefah to look after the peoples affairs and the history of the Khilafah is evidence of this fact. The Khulafah never abandoned the people in natural calamity, whether it were heat, drought, earthquake or flood. Instead the Khulafaa employed every resource of the state to provide relief from hardship. This is because in the Khilafah, the rulers fear accounting on the day of Judgement Day and so implement Islam only. Whereas in Democracy and Dictatorship, the rulers care only about presenting lies and excuses to gett another five year term or extension to their state of emergency. Hizb ut-Tahrir calls upon the people of power, in Ramadhan, the month of victory, to grant Nussrah for the immediate re-establishment of the Khilafah so that the Ummah can be looked after as it deserves.
It is only this Khilafah which will look after our affairs as Islam commanded. RasulAllah (saw) said,
كَانَتْ بَنُو إِسْرَائِيلَ تَسُوسُهُمْ الْأَنْبِيَاءُ كُلَّمَا هَلَكَ نَبِيٌّ خَلَفَهُ نَبِيٌّ وَإِنَّهُ لَا نَبِيَّ بَعْدِي وَسَتَكُونُ خُلَفَاءُ تَكْثُرُ قَالُوا فَمَا تَأْمُرُنَا قَالَ فُوا بِبَيْعَةِ الْأَوَّلِ فَالْأَوَّلِ وَأَعْطُوهُمْ حَقَّهُمْ فَإِنَّ اللَّهَ سَائِلُهُمْ عَمَّا اسْتَرْعَاهُمْ
“The Prophets looked after the affairs of Bani Isra'eel. Whenever a Prophet died, he would be succeeded by another. There is no Prophet after me, but there will be many Khulafa'a.” They asked, “What do you order us?” He said, “Give them the Bayah one after another, one at a time, give them their right for Allah will ask them about their affairs.”

جمہوریت کو ہٹاؤ، خلافت کو لاؤ
شدید گرمی سے سیکڑوں ہلاکتوں نے راحیل-نواز حکومت کی مجرمانہ غفلت کو بے نقاب کر دیا
کراچی بالخصوص اور پورے سندھ میں ہفتے کے دن 20 جون 2015 سے اب تک چار سو پینتالیس افراد گرمی لگنے سے ہلاک ہوچکے ہیں۔ اس قلیل وقت میں اس قدر بڑی تعداد میں ہلاکتیں صرف شدید گرمی کی وجہ سے نہیں ہوئیں بلکہ اس کی وجہ بجلی کی شدید لوڈشیڈنگ اور پانی کا بحران بھی ہے۔ مسلمان روزے کی حالت اور اس قدر شدید گرمی و حبس میں گھنٹوں صبر سے بجلی کی واپسی کا انتظار کرنے پر ہی مجبور نہیں بلکہ اس دوران پانی اور برف کے حصول کے لئے بھی مارے مارے پھرتے ہیں جس کی وجہ سے اتنی بڑی تعداد میں لوگ زندگی کی بازی ہار رہے ہیں۔
یقیناً شدید گرمی کی یہ لہر قدرتی ہے جس پر حکمرانوں کا کوئی اختیار نہیں لیکن اس کا سامنا کرنا ان کے فرائض منصبی میں شامل ہے اور ہر حکمران اس حوالے سے اللہ سبحانہ و تعالٰی کے سامنے جوابدہ ہے۔ پچھلے آٹھ سالوں سے ہر سال گرمیوں میں یہی ہوتا آرہا ہے کہ جب لوگوں کو سب سے زیادہ بجلی اور پانی کی ضرورت ہوتی ہے تو اسی وقت ان کی شدید ترین قلت پیدا ہوجاتی ہے۔ راحیل-نواز حکومت اس حقیقت سے بہت اچھی طرح سے واقف تھی لیکن اس کے باوجود اس نے اپنی تمام تر توانائیاں امریکی حکم پر اسلام کے داعیوں جو پاکستان میں اسلام کے نفاذ کا مطالبہ کرتے ہیں اور مخلص مجاہدین کو ختم کرنے پر لگا رکھی ہیں جو افغانستان میں امریکی قابض افواج کے خلاف جہاد کر رہے ہیں اور اس امریکی جنگ کو قبائلی علاقوں سمیت پورے ملک میں پھیلا دیا ہے۔ اس حکومت کی سنگدلی کا اندازہ اس بات سے ہی لگایا جاسکتا ہے کہ صرف شمالی وزیرستان سے دس لاکھ مسلمانوں کو اس شدید گرمی میں دوسرا رمضان اپنے گھروں سے دور گزارنا پڑھ رہا ہے اور جب وہ اپنے مسائل کے حل کے لئے احتجاج کرتے ہیں تو ان پر گولیاں چلا دی جاتی ہیں جبکہ دوسری جانب ضرب عضب کے ایک سال پورا ہونے پر کامیابی کے شادیانے بجائے جا رہے ہیں۔
اگر راحیل-نواز حکومت امریکہ کی خوشنودی کی جگہ اپنے رب اور اس کی مخلوق کی خوشنودی کی فکر میں مبتلا ہوتی تو اپنی قوت اور صلاحیت نام نہاد دہشت گردی کے خلاف امریکی جنگ میں جھونکنے کی بجائے ملک میں جاری بجلی و پانی کے بحران کو حل کرنے میں لگاتی۔ اگر اس حکومت کو عوامی تکالیف کا احساس ہوتا تو نام نہاد دہشت گردی کے خلاف امریکی جنگ کو ملک کا نمبر ایک مسئلہ قرار نہ دیتی بلکہ بجلی و پانی کے بحران کوفوری حل کرنے کے لئے ہر ممکن وسائل کو استعمال کرتی۔
آمریت ہو یا جمہوریت سیاسی و فوجی قیادت میں موجود غداروں کے لئے سب سے بڑا مسئلہ عوام کی تکالیف کا خاتمہ نہیں بلکہ ہمیشہ امریکہ کی خوشنودی ہی ہوتی ہے۔ موجودہ مشکلات کا خاتمہ ایک مخلص سیاسی قیادت اور اسلام کے نفاذ کے ذریعے ہی ہوسکتا ہے جو کہ صرف خلافت کے قیام سے ہی ممکن ہے۔ اسلام خلیفہ پر لوگوں کی مشکلات کو دور کرنا فرض قرار دیتا ہے اور خلافت کی تاریخ اس بات کی گواہ ہے۔ خلفاء نے لوگوں کو قدرتی آفات کے دوران لاوارث چھوڑ نہیں دیا چاہے وہ شدید گرمی ہو، قحط ہو، زلزلے ہو یا سیلاب، بلکہ جو کچھ ریاست کی طاقت میں ہوتا تھا اس کو عوام کی مشکلات کو دور کرنے کے لئے استعمال کیا جاتا تھا اور وہ ایسا اس لیے کرتے تھے کہ روز قیامت کے احتساب سے ڈرتے تھے اور اسلام کو نافذ کرتے تھے۔ اس کے برخلاف جمہوریت ہو یا آمریت حکمران اگلی پانچ سالہ مدت اقتدار کو حاصل کرنے کے لئے ہر طرح کا جھوٹ اور بہانہ گھڑ لیتے ہیں۔ حزب التحریر اہل قوت سے مطالبہ کرتی ہے کہ وہ اس رمضان، جو مسلمانوں کے لئے کامیابیوں کا مہینہ ہے، خلافت کے فوری قیام کے لئے نصرۃ فراہم کریں تا کہ امت کی اس طرح سے دیکھ بھال کی جاسکے جس کی وہ مستحق ہے۔ رسول اللہ ﷺ نے فرمایا،
كَانَتْ بَنُو إِسْرَائِيلَ تَسُوسُهُمْ الْأَنْبِيَاءُ كُلَّمَا هَلَكَ نَبِيٌّ خَلَفَهُ نَبِيٌّ وَإِنَّهُ لَا نَبِيَّ بَعْدِي وَسَتَكُونُ خُلَفَاءُ تَكْثُرُ قَالُوا فَمَا تَأْمُرُنَا قَالَ فُوا بِبَيْعَةِ الْأَوَّلِ فَالْأَوَّلِ وَأَعْطُوهُمْ حَقَّهُمْ فَإِنَّ اللَّهَ سَائِلُهُمْ عَمَّا اسْتَرْعَاهُمْ،
"بنی اسرائیل کی سیاست انبیاء کرتے تھے، جب کوئی نبی وفات پاتا تو دوسرا نبی اس کی جگہ لے لیتا جبکہ میرے بعد کوئی نبی نہیں ہے بلکہ کثرت سے خلفاء ہوں گے۔ صحابہ نے پوچھا: آپ ﷺ ہمیں کیا حکم دیتے ہیں؟ آپ ﷺ نے فرمایا: تم ایک کے بعد ایک کی بیعت کو پورا کرو اور انہیں ان کا حق ادا کرو کیونکہ اللہ تعالٰی اُن سے ان کی رعایا کے بارے میں پوچھے گا جو اُس نے انہیں دی"
