Government’s “Relief” package for agriculture sector Gives False Hope
Agricultural Sector Needs Relief from Capitalism, not Another “Band-Aid” Relief Package
On Tuesday 15th September 2015, Pakistan's Prime Minister Nawaz Sharif announced a relief package for the agricultural sector comprising of 341 billion rupees in a gathering of farmers. The Prime Minister mentioned various problems faced by this sector including; unfavorable weather conditions, declining trend in prices of agriculture products in domestic and international markets, the rising cost of production and falling income. In this package the government pledged cash support of Rs: 5,000/- for the growers of cotton and rice will be disbursed amongst the farmers owning a maximum of 12.5 acres of land, lowering the prices of potassium and phosphate fertilizers by Rs: 500/- per bag, insurance cover on crops for small farmers, payment of interest on loans from the government and the reduction in General Sales Tax on purchasing of agriculture machinery.
Unfavorable weather conditions and low prices of commodities are not the root of the problems faced by the farmers as they are recurring matters out of our control. Blaming calamities does not absolve the government from its responsibilities or excuse it from its neglect, especially when the government is implementing the oppressive system of capitalism. At this point every sector of the economy whether its agriculture or industry is protesting against the government due to the heavy cost of doing business. High input costs have made our agriculture and industrial products non-competitive against foreign products in both local and foreign markets. Doing business has been made difficult because pursuing IMF commands, the government is raising the Tax to GDP ratio, increasing the prices of electricity and gas and raising General Sales Tax amongst an entire library of taxes.
Whenever any government has announced relief package for any sector or for the common people without addressing the root problem, the capitalist economic system, it has only benefited the large capitalists and large land owners, whereas small businesses, smaller farmers and the common people never have their burdens reduced. Therefore this package is doomed to fail as similar packages in the past have all failed.
If the government wants to establish an economy on firm footing then it must adhere to what Islam mandates and abandon the IMF program immediately, declare oil, gas and electricity as public property and ensure their supply at affordable prices, as well as abolish all non-Sharai taxes including the General Sales Tax. These steps will cut the cost of doing business many-fold and our products will rapidly become competitive against foreign goods both locally and internationally.
However, improvement can never happen under Democracy as it is a system to secure the interests of the powerful. Under the capitalist system, whether it’s in the world's biggest democracy, India, or its loudest flag bearer, the US, the life of the common people will continuously deteriorate. The Khilafah is the only ruling system where real relief is secured because Islam alone provides a unique system to run the economy, with unique provisions regarding public property and revenue generation, which allows the people to conduct businesses without excess burdens. A stark contrast to the current system where public property is privatized, depriving the society of a large source of revenue, with the government resorting to usurping the people's private property through illegitimate forms of taxation. Therefore Hizb ut-Tahrir Wilayah Pakistan calls upon businessmen and farmers to join the struggle of Hizb ut-Tahrir for the establishment of Khilafah. Onlly the end of capitalism and establishment of the Khilafah will build an economy on sound and firm footing.

زرعی شعبے کےلئے حکومت کا" ریلیف" پیکج
سرمایہ دارانہ نظام میں کوئی ریلیف پیکج زرعی شعبے کے مسائل کو حل نہیں کرسکتا
بروز منگل 15 ستمبر 2015 کو وزیر اعظم نواز شریف نے زرعی شعبے کے مسائل کے حل کےلئے کسانوں کے ایک اجتماع کے سامنے 341 ارب روپے کے ریلیف پیکج کا اعلان کیا۔ وزیر اعظم نے زرعی شعبے کو درپیش مشکلات میں غیر مناسب موسمی حالات، اندرونی اور بین الاقوامی مارکیٹوں میں زرعی اجناس کی قیمتوں میں کمی، پیداواری لاگت میں اضافے اور آمدن میں کمی کا ذکر کیا۔ اس منصوبے میں ساڑھے بارہ ایکڑ تک کے زرعی زمین کے مالکان کو جو چاول اور کپاس کاشت کرتے ہیں فوری پانچ ہزار روپے ادا کرنے، پوٹائیشیم اور فاسفیٹ کھاد کی بوری کی قیمت میں 500 روپے کی کمی، چھوٹے کاشتکاروں کی فصلوں کی انشورنس، بجلی کی قیمتوں میں کمی، حکومت کی جانب سے قرضوں پر سود کی ادائیگی، زرعی مشینری کی خریداری پر سیلز ٹیکس میں کمی جیسے اعلانات کیے گئے۔
غیر مناسب موسمی حالات یا اجناس کی قیمتوں میں کمی اصل مسئلہ نہیں کیونکہ یہ قدرتی عوامل ہیں جو کسی بھی وقت تبدیل ہوسکتے ہیں۔ درحقیقت اس وقت معیشت کا ہر شعبہ چاہے وہ صنعتی ہو یا زرعی اس بات پر حکومت سے کاروبار کرنے کا خرچہ بہت بڑھ جانے پر احتجاج اور اسے کم کرنے کا مطالبہ کر رہا ہے کیونکہ اس کی وجہ سے اندرون اور بیر ون ملک زرعی اور صنعتی اشیاء دوسرے ممالک کی اشیاء سے مسابقت نہیں کر پا رہی ہیں۔ کاروبار کرنا یا زرعی پیداواردینا مشکل اس لئے ہوتا جا رہا ہے کیونکہ حکومت ٹیکس اور کُل ملکی پیداوار (ٹیکس/جی ڈی پی) کی شرح میں اضافے کے لئے آئی۔ایم۔ایف کے مطالبات پر بجلی و گیس کی قیمتوں میں اضافہ اور تقریباً ہر شے پر جنرل سیلز ٹیکس اور دیگر ٹیکس لگا چکی ہے اور مزید لگا رہی ہے۔
یہ بات ثابت شدہ ہے کہ جب بھی ماضی میں کسی بھی حکومت نے معاشی نظام میں موجود بنیادی خرابی، سرمایہ داریت، کو ختم کیے بغیر کسی بھی شعبے یا عام عوام کی آسانی کے لئے ریلیف پیکج دیا اس کا فائدہ بڑے سرمایہ داروں اور بڑے زمینداروں کو ہی ہوا جبکہ چھوٹے کاروباری، چھوٹے کسان اور عام عوام اس سے محروم ہی رہے۔ لہٰذا جس طرح اس قسم کے اعلانات ماضی میں معیشت کو کوئی حقیقی فائدہ نہیں پہنچا سکے، اس بار بھی اس "ریلیف پیکج" کا انجام ماضی سے مختلف نہیں ہوگا۔
اگر حکومت ملکی معیشت کو مضبوط بنیادوں پر کھڑا کرنا چاہتی ہے تو فوری طور پر اسلام کے معاشی نظام کو اپناتے ہوئے آئی۔ایم۔ایف کے پروگرام سے علیحدگی اختیار کرے، بجلی، تیل و گیس کو عوامی ملکیت قرار دے کر انہیں مناسب قیمتوں پر مہیا کرے اور جنرل سیلز ٹیکس سمیت تمام غیر شرعی ٹیکسوں کے خاتمے کا اعلان کرے۔ ان اقدامات سے کاروبار اور کاشکاری کرنے کے خرچے میں کئی گنا کمی آئے گی اور ملکی اشیاء دیگر ممالک کی اشیاء سے مسابقت کے لئے کئی گنا بہتر پوزیشن میں آجائیں گی۔
لیکن یہ سب کچھ جمہوریت کے ہوتے ہوئے نہیں ہوسکتا کیونکہ یہ نظام ہی طاقتوروں کا ہے۔ سرمایہ دارانہ نظام میں دنیا کی سب سے بڑی جمہوریت بھارت ہو یا جمہوریت کا علمبردار امریکہ عام آدمی کے لئے زندگی مشکل سے مشکل ہی ہوتی چلی جاتی ہے۔ صرف خلافت ہی وہ واحد نظام ہے جس میں حقیقی ریلیف ملتا ہے کیونکہ اسلام معیشت کو چلانے اور اس پر ٹیکس لگانے کا ایسا منفرد نظام دیتا ہے جس کی وجہ سے کاروبار کرنے کے خرچے میں اضافے کی شکایت پیدا نہیں ہوتی اور نا ہی حکومت کو ہر وقت بجٹ خسارے کا سامنا ہوتا ہے جس کو پورا کرنے کےلئے بار بار ٹیکس لگانا پڑے ۔لہٰذا حزب التحریر ولایہ پاکستان، کاروباری حضرات اور کسانوں کو خلافت کے قیام کی جدوجہد میں حزب التحریر کا ساتھ دینے کی دعوت دیتی ہے۔سرمایہ دارانہ نظام کا خاتمہ اور خلافت کا قیام ہی معیشت کو مضبوط بنیادوں پر کھڑا کرے گا۔
