Policy regarding Baluchistan turmoil

Hizb ut-Tahrir Wilayah Pakistan has issued the following Publicized Policy Position (PPP) over the violent unrest in Baluchistan in which many Muslims have been killed.

A. PREAMBLE: Baluchistan and its people are a neglected treasure for the Ummah and Pakistan

Baluchistan and its people are a treasure for the Islamic Ummah. Its people embraced Islam such that the entire province was under the Khilafah Rashidah. Its people are staunch in their Islam and fiercely resisted the British colonialist invasion. They are a noble and respected people who love Islam until today. In Pakistan the lands of Baluchistan are over forty percent of Pakistan, though Baluchistan’s population is around seven per cent. It is located on the border with Afghanistan, so is crucial for the stability of Afghanistan and Central Asia beyond it. It possesses the Gwadar deep sea port which enhances our navy’s sea projection. Baluchistan contains gas in such abundance that it meets one third of Pakistan's needs. Saidik mines currently yields 15,000 tonnes of copper ore daily and if the Reko Diq fields are developed properly Pakistan will be one of the world's leading copper producer and a world class gold producer, with reserves of 21 million ounces according to conservative estimates. However, Baluchistan remains deprived of what Islam mandates as basic needs, food, clothing and shelter. It is deprived of other responsibilities of the state such as road infrastructure, health facilities and education. On top of all this it has been subjected to great turmoil, with Muslims of various schools of thought, race and language being assassinated regularly. This neglect is a legacy of the British Raj invasion that allowed development only in its seat of power and left the rest to neglect, so it could maintain control by force over a deprived population.

B. POLITICAL CONSIDERATIONS: Colonialist plan for Baluchistan is the cause of its misery

America's plan for Baluchistan mirrors that of the British Raj: policing by force, exploiting the resources and keeping the population deprived and downtrodden. Washington is implementing this plan with the assistance of traitors within Pakistan's military and political leadership throughout decades of Pakistan’s existence.

B1 America advocates the democratic system for Pakistan which itself is the cause of neglect of minorities. Democracy is based on the idea of the majority so minorities, whether based on language, race or religion, are neglected. Democracy encourages minorities to group together as factions in a bid to fight for their rights, whether on the basic of sectarianism or nationalism. And America then fans the nationalist and sectarian strife, through political and financial means, as part of the colonialist divide and rule policy.

B2. America has economic interests within Baluchistan. During the time of Musharraf, the US Presidency announced America's desire for foreign companies to exploit the huge resources of Baluchistan. And these companies have only accelerated their activities under the Kayani-Zardari regime.

B3. America has strategic interests within Baluchistan and in neighboring Afghanistan. America must maintain its military footprint in Afghanistan beyond 2015, despite its claims otherwise. America recruited its Afghan puppet Karzai from Baluchistan's capital, Quetta, and it has deployed marines on the Chaman border. Its intelligence has presence within the region and its military have used bases within Baluchistan for air forces and drones. Its Raymond Davis network reaches this region and supervises the assassinations and bombings with the assistance of the Kayani and Zardari regime.

B4. America requires assistance from Pakistan's armed forces in order to secure its presence within Baluchistan. It has created an atmosphere of Fitna within the province to provoke the armed forces into deployment within the region. Simultaneously our armed forces will be ensnared and our people thrown into the fires of chaos, so America can fulfill its interests undisturbed and unchallenged

C LEGAL INJUCTIONS: Pertaining to achieving security and prosperity for Baluchistan

C1. Islam will end the democratic system of ruling which has resulted in the neglect of Baluchistan. The Khilafah is not a police state that governs by force, exercising persecution, abduction and torture of its citizens who have been given rights by their Creator سبحانه و تعالى. It earns the loyalty of all the citizens, regardless of race or school of thought, by governing by that which they hold dearest, Islam, reassuring them by providing the evidences from the Quran and Sunnah for all that is implemented. In addition, Islam's Khilafah system is a unitary system which governs all of its citizens by Islam without discrimination, regardless of them being a majority or a minority. Islam uniquely bonded compassion and mercy between people of many different languages and races, molding them into a single Ummah during the era of the Khilafah. The non-Muslim citizens were fiercely loyal to the Khilafah, due to its justice and securing of their rights.

As Hizb ut-Tahrir has declared in its Introduction to the Constitution, Article 6, “The State is forbidden to discriminate at all between the individuals in terms of ruling, judiciary and management of affairs or their like. Rather, every individual should be treated equally regardless of race, Deen, colour or anything else.” And in Article 13, Hizb ut-Tahrir has declared, “In origin, every individual is innocent. No one should be punished without a court verdict. It is absolutely forbidden to torture anyone; and anyone who does this will be punished.”

C2 The Khilafah is a unitary system and not a federal system, so funding for a particular region is not decided by the population, poverty or land area alone. It is decided upon the needs of the people, which include food, clothing, shelter, education, health communications and transport. The public properties such as gas, copper and gold are resources that must be utliised for the benefit of all the citizens, Muslims and non-Muslims, rather than being given over to private foreign and local companies for personal benefit.

As Hizb ut-Tahrir has declared in its Introduction to the Constitution, in Article 16, “The system of ruling is a unitary system and not a federal system.” And in its book, “Khilafah state organizations,” Hizb ut-Tahrir has adopted,  “The finance of all the regions will be the same, as will their budget. Funds are spent equally on the affairs of the subjects, regardless of their Wilayah. If for instance, the taxes collected in one Wilayah were double its expenditure, the funds spent will be to cover the Wilayah’s needs but not according to how much tax raised. If another Wilayah’s taxes fell short of its expenditure, this would not be taken into consideration, and funds will be spent to satisfy the Wilayah’s needs from the general budget whether it raised enough taxes or not.

C3 Islam will end the colonialist presence in Baluchistan which is the cause of the unrest. Regarding the foreign hostile presence in Baluchistan, the Khilafah will end it decisively and permanently by closing all American consulates, embassies, bases and deporting all of its officials. It will end all contacts with officials of foreign hostile powers to cut off any influence.

As Hizb ut-Tahrir has declared in its Introduction to the Constitution, Article 189, “States with whom we do not have treaties, and the actual imperialist states, such as Britain, America and France, and those states that have designs on the State, such as Russia, are legally considered to be belligerent states. All precautions must be taken towards them and it would be wrong to establish diplomatic relations with them. Their subjects may enter the Islamic State, but only with a passport and a visa specific to every individual and for every visit, unless they become practically belligerent.”

D POLICY: Raising Baluchistan to its rightful position

D1. Earning the loyalty of all Muslims of its territories through the implementation of their dearest possession, the Islamic belief. Earning the loyalty of non-Muslims through securing their rights by Islam.

D2 Removing the presence of the real internal threat to the country, the American presence.

D3 Generating huge revenues for development of all regions by preventing private ownership of Pakistan's abundant energy and mineral resources

بلوچستان کی مخدوش صورتحال کو بدلنے کے لیے پالیسی

ربیع الاول 1434،بمطابق جنوری 2013

حزب التحریر ولایہ پاکستان نے مندرجہ ذیل پالیسی دستاویز "Publicized Policy Position" بلوچستان کی پر تشدد بے چینی پر جاری کی ہے جس میں سینکڑوں مسلمان مارے جاچکے ہیں۔

ا)مقدمہ:بلوچستان اور اس کے لوگ امت مسلمہ اور پاکستان کا ایسا تاج ہیں جن کا خیال نہیں رکھا گیا

بلوچستان اور اس کے لوگ امت مسلمہ کا تاج ہیں۔اس کے لوگوں نے اس طرح اسلام قبول کیا کہ پورا صوبہ خلافت راشدہ کا حصہ بن گیا۔اس کے لوگ اسلام پر بہت مضبوطی سے قائم اور اس سے مخلص ہیں۔انھوں نے برطانوی استعمار کے حملے کی زبردست مزاحمت کی تھی۔یہ عزت دار اور شاندارلوگ ہیں جو آج بھی اسلام سے محبت کرتے ہیں۔ بلوچستان کی سرزمین پاکستان کے کل رقبے کا چالیس فیصد سے بھی زیادہ ہے لیکن اس کی آبادی تقریباًسات فیصد ہے۔یہ افغانستان کی سرحد پر واقع ہے جس کی وجہ سے افغانستان،وسطی ایشیأ اور اس سے بھی آگے تک کے علاقوں میں استحکام کے لیے اس کی بہت زیادہ اہمیت ہے۔بلوچستان میں گوادار کی بندر گاہ ہے جس کی وجہ سے ہماری بحری قوت اور استعداد میں بہت اضافہ ہوا ہے۔بلوچستان میں اس قدر گیس موجود ہے کہ وہ پاکستان کی ضرورت کا ایک تہائی گیس فراہم کرتا ہے۔سیندک کی کانوں سے یومیہ پندرہ ہزار ٹن تانبہ کچی دھات حاصل ہوتی ہے اور اگر ریکوڈک کی کانوں کو بھی بہتر طریقے سے سنبھالا جائے تو پاکستان دنیا کا صف اول کا تانبے کی پیداوار دینے والاملک بن جائے ۔اسی طرح دنیا کے صف اول کا سونے کی پیداوار دینے والا ملک بھی بن جائے کیونکہ ایک محتاط اندازے کے مطابق پاکستان میں 21ملین اونس سونے کے ذخائر موجود ہیں۔لیکن اس کے باوجود بلوچستان ان تمام چیزوں سے محروم رہا ہے جس کو اسلام نے بنیادی ضرورت قرار دیا ہے یعنی خوراک،لباس اور رہائش۔بلوچستان ان چیزوں سے بھی محروم رہا ہے جن کو فراہم کرنا ریاست کی ذمہ داری ہوتی ہے جیسے سڑکوں ،صحت اور تعلیم کی سہولت۔ان تمام باتوں سے بڑھ کر بلوچستان کے باشندے بہت پریشانیوں کا شکار رہے ہیں چاہے ان کا تعلق کسی بھی مسلک،نسل یا زبان سے ہو۔انھیں تسلسل سے قتل کیا جارہا ہے۔اس لاپرواہی کا سلسلہ برطانوی راج کے حملے کے وقت سے جاری ہے۔ برطانیہ نے صرف اپنے اقتدار کے مرکز میں ترقیاتی کام کیے لیکن باقی پورے صوبے کو نظر انداز کردیا تا کہ وہ محروم،مفلوق الحال لوگوں کو اپنی طاقت کے بل بوتے پرقابو میں رکھ سکے۔

 ب)سیاسی ا ہمیت: بلوچستان کی بدحالی کی وجہ استعماری طاقتوں کا منصوبہ ہے

امریکہ کا بلوچستان کے لیے منصوبہ بالکل وہی ہے جو برطانیہ کا تھا یعنی طاقت کے ذریعے ریاست کی رٹ کو قائم کرنا،وسائل کو لوٹنا اور مقامی آبادی کو محروم اور بد حال رکھنا۔امریکہ اپنے اس منصوبے کو پاکستان کی فوجی و سیاسی قیادت میں موجود غداروں کے ذریعے کئی دہائیوں سے نافذ کررہا ہے۔

ب1۔امریکہ پاکستان میں جمہوری نظام کی حمائت کرتا ہے جبکہ یہ نظام ریاست میں موجود چھوٹے گروہوں سے لاپرواہی برتتا ہے۔جمہوریت کا تصور ہی اکثریت کی بات کرتا ہے لہذا چھوٹے گروہ چاہے وہ زبان کی بنیاد پر ہوں یا رنگ،نسل اور مذہب،ان سے متعلق لاپرواہی ہی برتی جاتی ہے۔جمہوریت اس بات کی حوصلہ افزائی کرتی ہے کہ چھوٹے گروہ قومیت اور فرقے کی بنیاد پر اکٹھے ہوںتا کہ وہ اپنے حقوق کے لیے آواز بلند کرسکیں ۔اور پھر امریکہ استعمار کی ''تقسیم کرو اور حکومت کرو'' کی پالیسی کے تحت قوم پرستی اور فرقہ واریت کو سیاسی اور مالی مدد فراہم کر کے ہوا دیتا ہے ۔

ب2۔امریکہ کے بلوچستان میں معاشی مفادات بھی ہیں۔مشرف کی حکومت کے دوران امریکی صدر نے اس امریکی خواہش کا اظہار کیا تھا کہ غیر ملکی کمپنیاں بلوچستان کے وسیع خزانوں کو نکالیں۔اور ان کمپنیوں نے کیانی زرداری کے دور میں اپنی سرگرمیوں کو مزید تیز کردیا ہے۔

ب3۔امریکہ کے بلوچستان اور ہمسائیہ افغانستان میںسٹریٹیجک مفادات ہیں۔امریکہ ہر صورت افغانستان میں 2015کے بعد بھی اپنی فوجوں کی موجودگی کا خواہش مند ہے اگرچہ وہ اس وقت اس کے برخلاف بات کہتا ہے۔امریکہ نے بلوچستان کے دارلحکومت ،کوئٹہ،سے افغانستان کے لیے کٹھ پتلی صدر،کرزئی کو ،ملازمت کے لیے چنا تھا ۔ اس نے چمن کی سرحد پر امریکی میرینز کو بٹھایا ہوا ہے۔اس کی اس خطے میں انٹیلی جنس موجود ہے اور اس کی افواج نے بلوچستان میں موجود فوجی اڈوں کو اپنی ائر فورس اور ڈرونز کے لیے استعمال کیا ہے۔اس کا ریمنڈ ڈیوس نیٹ ورک بھی اس خطے میں موجود ہے جوکیانی اور زرداری حکومت کی اعانت سے اس خطے میں قاتلانہ حملوں اور بم دھماکوں کی نگرانی کرتا ہے۔

 ب4۔بلوچستان میں اپنی موجودگی کو برقرار رکھنے کے لیے امریکہ کو افواج پاکستان کی مدد و اعانت درکار ہے۔اس نے صوبے میں فتنے کا ماحول پیدا کیا ہے تا کہ افواج کو مجبوراً اس علاقے میں جانا پڑے۔نتیجتاً، ہماری افواج وہاں پھنس جائیں اور ہمارے لوگ اس فتنے کی آگ میں جلتے رہیں تا کہ امریکہ بغیر کسی پریشانی کے اپنے مفادات کی تکمیل کرسکے۔

د)قانونی ممانعت: بلوچستان کے تحفظ اور خوشحالی سے متعلق

د1۔اسلام جمہوری طرز حکمرانی کا خاتمہ کرے گا جس کے نتیجے میں بلوچستان کی یہ صورتحال ہوئی ہے۔خلافت کوئی پولیس سٹیٹ نہیں ہوتی جو طاقت کی بنیاد پر اپنے شہریوں پر حکمرانی کرے اور انھیںظلم و ستم،اغوا اور تشدد کا نشانہ بنائے۔ ریاست کے شہریوں کے اللہ سبحانہ و تعالی کی جانب سے متعین کردہ حقوق ہیں۔ خلافت بلا امتیاز نسل یا مسلک کے اپنے شہریوں کی وفاداری اس لیے  حاصل کرپاتی ہے کیونکہ جو چیز لوگوں کو سب سے زیادہ عزیز ہے خلافت اس کی بنیاد پر حکمرانی کرتی ہے یعنی اسلام اور خلافت جو کچھ نافذ کرتی ہے اس کا ثبوت قرآن و سنت سے ثابت کرتی ہے جو اس کے شہریوں کو مزید مطمئن کردیتا ہے۔اس کے علاوہ خلافت کا نظام وحدت پر مبنی اسلام کا نظام ہے جو اپنے تمام شہریوں پر صرف اور صرف اسلام کی بنیاد پر حکومت کرتا ہے چاہے ان کا تعلق اکثریتی گروہ سے ہو یا اقلیتی گروہ سے۔ اسلام مختلف رنگ، نسل اور زبان کے لوگوں کو محبت اور رحم دلی کے ایسے جذبے میں جوڑ دیتا ہے کہ انھیں ایک امت میں تبدیل کردیتا ہے جیسا کہ اس سے قبل خلافت کے دور میں ہوچکا ہے۔یہاں تک کہ امن اور حقوق کے تحفظ کی وجہ سے خلافت کے غیر مسلم شہری بھی اس کے زبردست وفادار ہوتے ہیں ۔

 حزب التحریر نے ریاست خلافت کے دستور کی دفعہ 6میں اعلان کیا ہے کہ''ریاست کے لئے یہ جائز نہیں کہ وہ اپنے شہریوں کے مابین حکومتی معاملات عدالتی فیصلوں ، لوگوں کے معاملات کی دیکھ بھال اور دیگر امور میں امتیازی سلوک کرے ،بلکہ اس پر فرض ہے کہ وہ تمام افراد کو رنگ نسل اور دین سے قطع نظر ایک ہی نظر سے دیکھے'' ۔اور دستور کی دفعہ 13میں لکھا ہے کہ ''بر ی الذمہ ہونا اصل ہے عدالتی حکم کے بغیر کسی شخص کو سزا نہیں دی جا سکتی ، کسی بھی شخص پر کسی بھی قسم کا تشدد جا ئز نہیں ، جو اس کا ارتکا ب کر ے گا اس کو سزادی جا ئے گی''۔

د2۔  خلافت وفاقی نظام نہیں ہے بلکہ یہ وحدت پر مبنی نظام ہے۔ لہذا کسی ایک خطے میں سرمایہ کاری صرف اس خطے کی آبادی،غربت اوررقبے کو دیکھتے ہوئے نہیں کی جاتی بلکہ اس کا فیصلہ لوگوں کی ضرورت کو مد نظر رکھ کر کیا جاتا ہے جس میں خوراک،لباس،رہائش،تعلیم،صحت،ذرائع آمدورفت اورمواصلات شامل ہیں۔عوامی اثاثے جیسے گیس،تانبہ اور سونا وہ ذخائر ہیں جن کو تمام شہریوں کے فائدے کے لیے استعمال کیا جاتا ہے چاہے وہ مسلمان ہوں یا غیر مسلم۔ ان اثاثوں کو عوام سے چھین کر ملکی اورغیر ملکی نجی کمپنیوں کو اپنی دولت بڑھانے کے لیے نہیں دیا جاتا۔

حزب التحریر نے ریاست خلافت کے دستور کی دفعہ 16میں اعلان کیا ہے کہ''نظا م حکو مت وحدت کا نظا م ہے اتحا د کا نہیں''۔نے اپنی کتاب ''ریاست خلافت کے انتظامی امور'' میں لکھا ہے کہ ''تمام انتظامی یونٹس(ولایہ) کے محاصل اور ان کے بجٹ بھی ایک جیسے ہوں گے۔ اگر ایک ولایہ (صوبہ) کے محاصل سے حاصل ہونے والی رقم اس کے اخراجات سے دوگنا بھی ہوںتب بھی اس ولایہ میں خرچ اس کی ضرورت کے مطابق ہو گا نہ کہ اس کے محاصل کے مطابق۔ اسی طرح کسی ولایہ (صوبہ)کی اخراجات اس کے محاصل سے سے زیادہ ہوں تو اس کے اخراجات کے مطابق خرچ کرنے کے لیے عمومی بجٹ سے رقم لے کر خرچ کی جائے گی''۔

 د3۔اسلام بلوچستان میں استعماری مداخلت کا خاتمہ کردے گا جو فساد اور انتشار کی بنیاد ہے۔بلوچستان میں غیر ملکی مداخلت کے مسئلے کو خلافت میں فیصلہ کن طریقے سے ہمیشہ کے لیے ختم کردیا جائے گا۔ اس مقصد کو حاصل کرنے کے لیے تمام امریکی قونصلیٹس اورسفارت خانوں کو بند اور اس کے تمام اہلکاروں کو ملک بدر کردیا جائے گا۔خلافت میں تمام غیر ملکی حربی طاقتوں کے اہلکاروں سے ہر قسم کے تعلق کو ختم کر دیا جائے گا تاکہ ان کے اثرو رسوخ کا خاتمہ ہوجائے۔

حزب التحریر نے ریاست خلافت کے دستور کی دفعہ189کی شق 3میں اعلان کیا ہے کہ''وہ ریاستیں جن کے ساتھ ہمارے کوئی معاملات نہیں یا ستعماری ممالک جیسے برطانیہ ،امریکا، اور فرانس یا وہ ممالک جو ہمارے علاقوں پر نظریںجمائے ہوئے ہیں،جیسے روس ۔  یہ ر یاستیں  ہمارے ساتھ حکماً متحارب (جنگی حالت میں)ہیں ۔  ان کے حوالے سے ہر طرح کی احتیاط برتی جائے گی۔  ان کے ساتھ کسی بھی قسم کے سفارتی تعلقات استوار کرنا صحیح نہیں ہوگا۔  ان ریاستوں کے شہری ہمارے علاقوں میں پاسپورٹ اور خصوصی اجازت اور ہر شخص کے لیے الگ ویزے کے ساتھ داخل ہو سکتے ہیں ماسوائے کہ ان سے عملاً جنگ شروع ہو جائے''۔

نوٹ:خلافت کے قیام کے فوراً بعد اس پالیسی کو نافذ کیا جائے گا ۔ اس پالیسی کے قرآن و سنت سے تفصیلی دلائل جاننے کے لیے حزب التحریر کی جانب سے جاری کیے گئے ریاستِ خلافت کے دستور کی دفعات 189,16,13,6سے رجوع کریں۔

ج)پالیسی :بلوچستان کو اس کا اصل مقام دلانا

ج1۔  اس خطے میں بسنے والے مسلمانوں کی وفاداری کو یقینی بنانے کے لیے اسلام کو نافذ کیا جائے گا جو انھیں سب سے زیادہ عزیز ہے۔ غیر مسلموں کی وفاداری کو یقینی بنانے کے لیے انھیں وہ تمام حقوق دیے جائیں گے جو اسلام نے ان کے لیے لازمی قرار دیے ہیں۔

ج2۔ریاست کو لاحق اصل اندرونی خطرے یعنی امریکہ کی موجودگی کا مکمل خاتمہ کردیا جائے گا۔

ج3۔ پاکستان کے وسیع قدرتی وسائل کی نجکاری نہیں کی جائے گی بلکہ انھیں عوامی اثاثجات قرار دے کر بہت بڑی رقم حاصل ہو گی جس کو تمام خطوں کی ترقی کے لیے استعمال کیا جائے گا۔
